Summarizes the methodology and findings related to the development and testing of the prototype Marine Navigation Safety System through the modification of the Tanker Navigation Safety System (TNSS). The risk model in TNSS was modified, improved, and ported to an Excel spreadsheet application. A case risk analysis study of tanker transport in the Strait of Canso, Nova Scotia, was conducted using the prototype and its companion navigation safety estimation tool. The risk analysis compared the status quo risk in the strait to several other mitigation measure combinations, including the use of the Differential Global Positioning System, the Electronic Chart Display & Information System, and the phasing out of redundant fixed and floating aids to navigation. The risk assessment of tanker traffic in the strait demonstrated the ability of the navigation safety system to estimate the manoeuvring room required by a vessel of specific beam and length, given various combinations of external aids to navigation, weather & topography, and on-board navigation aids. By applying estimated grounding & collision rates along with navigation & environmental conditions characterizing the strait, an estimate of the annual casualty rates and associated costs was provided. The report includes a user manual for the Marine Navigation Safety System, implemented for Windows 95.
