Throughout The World Trade Center (WTC) response & recovery, surprising problems & unknown capabilities combined to present org. with both unfamiliar challenges & opportunities for ingenious solutions. This study looked at the WTC response & recovery process through the lenses of info., technology, & the people & org. who used them to address an urban emerg. 29 first-person interviews gathered accounts of activities, decisions, problems, & solutions. Those interviewed represented city, state, & fed. gov't. agencies, private bus., & nonprofit service org. The main lessons that emerged pertain to the ways in which info. needs, resources, technology, & policies interacted with planning, preparedness, coord., & collab. among the involved org.
