Many of the challenges facing the Republic of China in the early 21st century derive from unanticipated and unintended costs of its previous economic and political successes, contend Clark (political science, Auburn U.) and Tan (political science and communications, U. of Canterbury, New Zealand). They say that small and medium-size businesses drove economic growth from the 1950s to the 1980s, but their characteristics were not able to support further growth. Politically, they say, the shift to democracy has made decision making harder by making economic and financial policy political, and has polarized the polity on ethnic identity.
