The 1995 Gove Report provided numerous recommendations for change to British Columbia's child serving system. These recommendations fell into four categories: service delivery, quality assurance, participatory decision making, and governance. This report presents recommendations for change from the commissioner in charge of the transition to a new child serving system. It outlines the structure and characteristics of the new system, outlines actions to be taken immediately, and addresses two major recommendations: establishment of the office of Children's Commissioner and of a Ministry for Children, Youth & Families. The mandate, vision, responsibilities, and other matters relating to these two new bodies are described. The report also outlines the role of community involvement in the change process and the future of the transition commission. The appendix includes a list of Gove Report recommendations and the Ministry of Social Services response to each.
