The Education Sciences Reform Act of 2002 (ESRA) established a new organization within the U.S. Department of Education, the Institute of Education Sciences (the Institute). The mission of the Institute is to expand knowledge and provide information on: the condition of education (through the National Center for Education Statistics); practices that improve education outcomes (through the National Center for Education Research); the effectiveness of federal and other education programs (through the National Center for Education Evaluation and Regional Assistance); and the educational needs of children with disabilities (through the National Center for Special Education Research as authorized in December of 2004 in the Individuals with Disabilities Education Improvement Act). This, the first biennial report to Congress by the Director, as required under ESRA, describes three goals that have guided the work of the Institute and provides an overview of progress through the end of 2004. It describes the major projects carried out within each center of the Institute over the past two years. As required by ESRA, it includes a list of all grants and contracts in excess of $100,000 made during the first two years of the Institute's existence.
