This preliminary review was conducted to gain an understanding of whether screenings are in compliance with the Environmental Assessment Act and if screening practices and the new regulatory regime lead to good quality environmental assessments. The Canadian Environmental Assessment Agency developed a standardized methodology that could be used by departments and agencies to conduct their reviews based on a selection of key issues in the Compliance Monitoring Framework. The review was based on the premise that departments and agencies would conduct self-assessments. This report provides an overall analysis of the findings. The methodology package developed by the Agency, and presented as appendices in this report included the following: a set of quantitative indicators; an introductory guide to the indicators; overall guidelines for implementing the review; a practitioner interview guide; a screening-level reporting form to summarize the information for each screening selected.
