Many research-oriented universities have undertaken major programs to address demands for innovative teaching & learning strategies that exploit advanced technologies. This paper focusses on the changes to the institution that accompany a shift from traditional classroom-based teaching to technology-enhanced classroom activities and on-line learning delivery. Activities at institutions in Canada and the United States are reviewed and the primary business models that have emerged to address new educational demands are discussed. The traditional academic process of program development is described, the requirements for development of on-line learning environments are outlined, and the issue of digitization of library resources is briefly discussed. An alternative organizational plan more appropriate for large-scale distance learning initiatives is then proposed. Finally, issues related to work and compensation are discussed from the perspective of distance learning courseware development & delivery.
