The report is based on a colloquium sponsored by the Annenberg Washington Program and the Medill School of Journalism of Northwestern University and discusses topics covered therein: is television a public trust? If so, how is that defined? Who has the responsibility? What incentives are there? Should there be regulation? Starting point for discussion is the film "Quiz show," about the quiz show scandals of the 1950's, and includes some comparison of the film to the facts.
