This Supplement to the Report of the Governor's Committee on Public School Education provides a detailed application of the Committee's proposed principles of organization and finance to every school district in Texas for the years 1969-70 and 1970-71. This supplement is an integral part of the larger report on the organizational and financial reforms which are essential to the implementation of a broader Basic Foundation School Program of educational and staffing benefits. Without the reforms, the costs of the benefits will be prohibitive. In combination, the proposed structure, finance pattern, and program expansions will make Texas a national leader in public education. In preparing this report the Committee has enjoyed the close cooperation and material assistance of the Texas Education Agency.
