Robert W. Scott was inaugurated governor of North Carolina on January 3, 1969, and he served until January 5, 1973. During the four years of his administration major changes took place in the Tar Heel State. Reorganization of state government became a relaity, resulting in the merging of over 300 independent agencies and commissions into seventeen cabinet-level departments.
