Home to one-sixth of the world s population, India confronts a range of environmental challenges, making it well worthy of particular study and analysis. As India s environmental problems become more compelling, the legal approach governmental policy entailing much legislative interventions enforced by an Inspector Raj is proving untenable. Shreekant Gupta and John Adams focus on market and policy failure; for example subsidies with perverse environmental effects as underlying causes of environmental degradation. After appraising environment-economy interactions at the micro and macro level, the book proposes a shift to a paradigm incorporating market-based incentives, such as trading rights regimes. The experiences of other emerging economies exemplify the workability of the new policy mechanisms.
