With the increasing penetration of renewable energy resources in the power system, a greater degree of variability is introduced. In particular, variability in power transfers between utilities is expected to increase (dynamic transfers), resulting in increased voltage variation in the high voltage transmission system. Rights to these dynamic transfers need to be regulated and likely sold, requiring a system of limitations and capacity. This system will be dictated partly by voltage standards that ensure power quality and overall system reliability. Voltage standards are largely defined at the distribution level, meaning the impact of transmission level voltage variability on distribution utilities needs to be better understood. This paper analyzes the voltage standards that distribution utilities must adhere to, and provides a general methodology to calculate transmission level voltage variability limits for a particular radial distribution feeder. Various load models and operating points are investigated using this methodology. The benefits of additional voltage regulation equipment in light of increased variability are also examined. Finally, the impact of greater variability on voltage regulation equipment is simulated to determine the potential for increased maintenance costs or reduced equipment life.
