Full-text, online version of report that reviews the literature on fetal alcohol syndrome and fetal alcohol effects (FAS/FAE) from the perspective of the implications that this condition could have for the criminal justice system and for Correctional Service Canada. Part 1 provides basic background on FAS/FAE, including its diagnosis and description, physiological effects, incidence and prevalence, and risk factors. Part 2 traces the courses and consequences of FAS/FAE, including memory impairments, learning problems, communication difficulties, primary and secondary disabilities, and the connection to delinquency and crime. The final part considers the possibility of identifying FAS/FAE in individuals who come in contact with the criminal justice system, and how institutional and post-release programs might best fit their needs. Appropriate recommendations are made.
