Human Rights Watch has long urged the US government to close the detention facilities at Guantanamo Bay, and continues to do so. But the forcible transfer of detainees to countries with known records of torture and abuse is not the way to go about that closure. The United States claims it can negotiate away the risk of torture by getting "diplomatic assurances"--Or promises of humane treatment-from the recieving country.
