The applicant, First Ocean Residence, LLC., is requesting an After-the-Fact Certificate of Appropriateness for the total demolition of the previous five (5) story Charles Hotel structure and a Certificate of Appropriateness for the construction of a new four (4) story Condo-Hotel building. ... The former structure, constructed in 1938 and designed by noted Miami Beach architect Henry Maloney, was designated contributing in the Miami Beach Historic Properties Database and was located within the Ocean Drive / Collins Avenue Local Historic District. ... The applicant is also proposing a new project with three (3) levels of condo-hotel units over an elevated 1st floor lobby area and restaurant with a covered outdoor dining terrace. Parking is provided partially below grade, with access from 15th Street. An open courtyard occupies the sough of the site with an elevated pool deck at the roof level. The 15th Street elevation is defined by continuous, curved glass railings, and the Collins Avenue elevation is compromised of segmented orthogonal balconies with a horizontal railing design.
