This report deals with a number of concerns over the national accreditation program of the Commission on Accreditation for Law Enforcement Agencies (CALEA). Issues raised have touched on finances, both the cost of participating in the program and the fiscal health of the commission. These concerns have reached into the validity and applicability of the standards themselves as well as the process employed to evaluate candidate agencies. Concerns have involved the selection of the commissioners and the relationship of the founding organizations to the commission itself. In the view of this committee, there are two major problems that seriously threaten the future of CALEA and the national accreditation effort. The first is finances. The second lies in how CALEA is perceived.
