Presents official documents found in French and Israeli archives concerning the diplomatic struggle of Jewish organizations before and during the Paris Peace Conference (1919) to solve the legal status of Romanian Jews. The introduction (pp. 11-35) traces actions taken since 1856, and summarizes diplomatic efforts conducted after the 1913 Balkan war by the Alliance Israélite Universelle, and the Romanian Jewish leaders Adolphe Stern and Wilhelm Filderman. Emphasizes the decisive mobilization of Luigi Luzzatti and Georges Clemenceau on behalf of the legal emancipation of Romanian Jews.
