This paper assesses Canada's capacity to identify skill shortages in relation to other countries by comparing the inventory of the tools and methods available to analysts in the United States, United Kingdom, Sweden, Germany, the Netherlands, and Canada. To simplify the analysis, a classification system is used which categorizes the many possible tools and methods that are used in the determination of skill shortages into six basic groups: surveys, administrative data, help-wanted indices, model-based sector studies, and local labour market information. The paper analyzes each of the six categories sequentially for each country. The shortcomings and strengths of the Canadian system are then evaluated.
