Professor Andrew Ellicott writes to William Simmons stating that Captain Partridge is breaking up a cadet camp, which goes against the law. Ellicott is concerned that the young students, if released, will find trouble for themselves and lose months of instruction. Ellicott explains that he has voiced his concerns to the Secretary of War and hopes the incoming secretary will take note of his concerns. Ellicott also feels that people are being inappropriately appointed to the Corps of Engineers without the knowledge needed for those jobs.
