This report summarizes a three-year research project investigating the cognitive processes underlying human planning behavior. The project focused on problems analogous to the naval tactical planning problem: How should the decisionmaker move force units from their current locations to particular task force objectives? Major project tasks included developing a cognitive model of the planning process, implementing the model as a computer simulation and evaluating its performance, and conducting empirical research to test the basic assumptions of the model and to identify important task and individual difference factors that affect the planning process. Based on the results of these research efforts, a preliminary set of guidelines are presented for improving the selection and training of planners and for designing effective planning aids.
