The current round of development of generalized systems at Statistics Canada began in the mid to late eighties, even though a number of systems that could be generalized or that served as prototypes were already in existence. It is clear that the redesign of the whole complex of business surveys undertaken in 1984, played a crucial role in decisions taken with respect to systems generalisation. While Statistics Canada would always rather buy than build a system, none of the needed functionality was available in any commercially available system of the day. The plan at that time saw the suite of generalized software built in one environment for easy data portability between systems. The systems to be discussed are GRLS, ACTR, CONFID, DCe, GEIS, GSAM and X11ARIMA.
