Local authorities have a duty under the homelessness legislation, covered by the Housing Act 1996 and strengthened by the Homelessness Act 2002, to secure suitable accommodation for those households experiencing domestic violence who are unable to remain in the family home, provided they meet the criteria specified by the legislation. This publication outlines research into the provision os such accommodation commissioned in 1998 by the then Department of Environment, Transport and the Regions. The conclusions included ackowledgement of: the impact of domestic violence on housing needs; efforts by authorities to use appropriate accommodation; the value of refuges in particular as opposed to other forms of temporary accommodation; the need for support after re-housing; the scope for inclusion of refuges in temporary accommodation portfolios; and the fact that many authorities had shifted to an approach of encouragement to remain in the family home with support if possible
