A difficulty with the concept of integrated resource management as a basis for current forest management policies in British Columbia is that policies must strike a balance among often competing and sometimes mutually exclusive activities on the same forest land base. This paper is intended to stimulate public discussion on one possible way around this impasse: intensive zoning, a combination of greater differentiation among forest areas, reduced regulatory constraints in intensive timber production zones, and enhanced silviculture. The paper identifies the major issues and obstacles involved, reviewing the relevant literature and posing a series of questions for public consideration. Issues discussed include the possibility of increased yields, the impact of reduced regulation, environmental challenges, and social challenges such as land claims & community stability.
