Gallagher's work on the Energy Committee is represented with minutes, reports, and correspondence. His long time involvement with the Iowa Energy Policy Council is also recorded in some detail. Gallagher was concerned about many conservation issues from air and water pollution to land use and natural resources. The Conservation Education Center, the bottle bill, bicycle trails, and the coal project are all discussed in the papers.
