Influence of NLW on the Controllability of the C2 Process

TNO is asked to support the Dutch armed forces in the evaluation of NLW concepts for possible incorporation in the armed forces. In order to determine the operational value of NLW for the Dutch armed forces we have to understand the influence of NLW on the tactical C2-process. One of the issues is that the control of tactical processes is more complex for NLW than LW. In this document the influence of NLW on the C2-process within the context of several different scenarios is studied. The central question is: given a specific scenario and a specific NLW, is the C2-process controllable and what are the critical aspects? The C2-process model used for evaluation consists of an Observe, Orient, Decide, Act (OODA) loop with subtasks within each step. Also interaction with higher levels of command and control is incorporated. The subtasks are given scores by experts. Controllability is determined as a function of the scores. The results show that the controllability of the C2-process is strongly dependent on the combination on the NLW, the scenario and the role of the NLW in the scenario. It is not easy to draw general conclusions for any specific NLW or scenario.
