Maass challenges the conventional view that Congress' primary function is to articulate and adjust the partisan interest of particular groups and that the public interest is best served by this process of mutual adjustment. Arguing that this process is inconsistent with the requirements of democracy, he proposes an alternate model that sees Congress as promoting public interest for the political community as a whole. He analyzes how legislative institutions at different levels receive advice from those to whom they are accountable, how they exercise their discretion and how they instruct those who will carry out their decisions. Focusing on political institutions and procedures, he explores the connection between executive institutions and the Congress, and between the White House and Congressional leadership groups.
