This report describes research on ways to place more emphasis on energy conservation in the early stages of Army construction planning. Decisions made then can have substantial effects on the energy use characteristics of the entire project. Conservation strategies are currently considered in the late design details cannot compensate for oversights that have been frozen in the project specifications. A new method for selecting conservation strategies is discussed, along with methods for calculating energy savings. The strategy selection methods has been implemented in an expert system.
