Performance measurement (PM) has become an important component of value purchasing. Employers need standardized measures to select which health insurance plans to offer employees. Similarly, consumers need understandable measures for use in selecting a plan, a provider, and treatments among the ones offered. It has become apparent that evaluation of the science base is the logical starting point for considering elements to be included in standardized PM. To support the PM efforts of the Foundation for Accountability (FACCT), in 1996, a series of scientific papers on topics FACCT had identified as first priorities was funded. A clinical review meeting was held to discuss each paper and its topic. This report contains the paper on diabetes. Ill.
