This Independent Inquiry was commissioned to investigate extensive child sexual abuse in the borough of Rotherham, South Yorkshire, and the failure of local services to respond. The borough has previously been investigated in an extremely critical report by Ofsted in 2009, so this Inquiry covers two periods. For 1997-2009, it investigates social care and child protection policies and practices at the time, managerial and political oversight, and whether more could have done more to protect young people from child sexual exploitation. For 2009-2013, it investigates the implementation of the Ofsted recommendations, and service improvements by the Council and the Police. In 2013, the Council Leader apologised for the quality of the Council's safeguarding services being less than it should have been before 2009. The Inquiry argues that this apology should have been made years earlier.
