This document provides a review of literature on citizen participation from both Canadian and American sources, mainly in English but with some French-language items included. The Canadian material includes both scholarly articles and items from the more popular literature. American material is limited to scholarly works. It identifies the main methodological issues in the literature under review. It suggests a number of areas for further research, including, in particular, the impact of government policies and programs on public participation and the role of the voluntary sector in providing participatory opportunities. The annotated bibliography contains 204 items.
