Combinations of these transformations may reduce the cost of a network if they are applied appropriately. Second, we describe three combinations of these basic transformations which can reduce the cost. These combinations are believed to be powerful. For example, all networks with a minimum number of NOR gates in three or less levels for all three variable functions except one representative function (classified by P-equivalence) can be transformed into networks with an absolute minimum number of NOR gates (not necessarily in three levels), using two of these three combination transformations. Reversal of these transformations reduces the number of levels and this is useful for designing fast networks."
