Currently, the Army's conception of a learning organization is one in which people learn. The purpose of this essay is to argue that being a learning organization involves much more. I argue that although the Army is clearly on the right course in its goal to become a learning organization, at the end of the day the Army is not a learning organization, and more importantly, doesn't know what one looks like or how to get there. This paper describes a learning organization in detail and then, based on the organizational change and culture literature, offers a way that the Army can transition to a learning organization using the Army leader development model and the Officer Evaluation Report.
