Advanced technology and the growing use of chemicals has contributed to a proliferation of hazardous materials. While care in their manufacture, transport, and storage greatly reduces associated risk, accidents do occur. Communities are becoming increasingly concerned with reducing the incidence of accidents and minimizing the effects of accidents that do occur involving hazardous materials. Carefully planned community hazardous materials response actions have gone far to improve potentially serious situations. This research paper was prepared after reviewing and analyzing data relating to Regional Hazardous Materials Response. It was the intent of this author to provide a framework for developing and implementing a Regional Hazardous Team program, with emphasis on the following areas: planning and funding.
