Protecting the Community of Hawaii County with a Reliable Fleet Replacement Program for the Hawaii Fire Department

Action research was conducted which answered the research questions: (a) What is the current state of the apparatus inventory of the HFD; (b) What are the current accepted guidelines for fire apparatus replacement; (c) What funding sources are available to assist the HFD with a vehicle replacement program; and (d) What would be the implications for the HFD if a fleet replacement program is not realized? A literature review provided background information. The research included a survey of fire departments across the United States and interviews of public safety officials of various State of Hawaii Departments, Hawaii County Finance Committee Chair, and the County of Hawaii Deputy Finance Director.
