Options for Transitional Security Capabilities for America

This report describes the characteristics and some of the challenges of creating an American transitional law enforcement capability, then presents and discusses options for doing so. It summarizes the results of a research project called Options for Providing Policing Capabilities in Stability and Reconstruction Operations, sponsored by the U.S. Army Peacekeeping and Stability Operations Institute. The purpose of the project was to develop this information with the goal of contributing to stability operations policy development and to the Army's developing body of knowledge on this issue. This report should be of interest to the community of government agencies, nongovernmental organizations, and scholars that are involved with, or conduct research on, stability and reconstruction operations.
