Takes the form of an open letter to the Duke of Bedford [Francis Charles Hastings Russell, 9th Duke] advocating the erection of purpose-built flats on the Bedford Estate in London rather than the adaptation of existing houses; with two letters by the Duke and one by his agent, 1877-1878, commenting on White's proposals, and a letter by White to the RIBA, 9 December 1885, presenting the pamphlet to the library and explaining the accompanying correspondence.
