Abstract: The purpose of a learning experience or educational program is to achieve goals. Basic skills for dealing with goals and objectives are featured in this volume on program evaluation. Whether goals are specific or general, or aimed at short-term or long-range outcomes, clearly defined goals represent the first component of good evaluations. The need for writing clear statements of behavioral objectives is examined. Evaluators are advised how to perform evaluation tasks with respect to stated goals and objectives. Methods for deriving goals from standardized tests and other published literature are described. Procedures for writing one's own objectives are given. Suggestions for assigning priorities to objectives include matrix sampling techniques, ratings, retrospective needs assessment and objectives hierarchies. An understanding of goals will help evaluators determine to what degree the goals of an educational program were achieved and what actually occurred during the program.
