Key findings: Providers drive health care spending through the guidance they provide to patients about needed diagnostic tests, treatments, hospitalizations, and referrals, as well as through their own fees. Providers can dramatically improve American health care by focusing on "value" instead of "volume," eliminating wasteful and inappropriate care, applying the best available evidence to their practices, and enhancing patient safety. Strengthening primary care promises to be a good investment, but the existing pipeline for primary care physicians is insufficient to meet future demand.
