This study was conducted by staff of the Virginia Transportation Research Council (VTRC) with assistance from the Virginia Department of Transportation's (VDOT) Asset Management Division and the Virginia Department of Motor Vehicles (DMV). The objective of this study and two related Virginia Department of Transportation (VDOT) studies of overweight permits for trucks (HB 2917 and SB 1321) was to quantify the additional maintenance costs associated with overweight permits issued under HB 1645.
