"Mr. Speaker of the House of Representatives: From the testimony taken by your committee, I find: 1. That the charge that during the progress of the Senatorial election, acts of bribery and corruption were resorted to with intent to influence the votes of members of this House for United States Senator is sustained; as fully appears from the testimony of ... 2. In view of the partial and incomplete condition of such testimony before the committee as appears to affect the honor and integrity of Hon. John J. Ingalls, and in view of the fact that he has had no opportunity to be heard before the committee, either in person or by his attorney, to defend against such testimony, I find: That no acts of bribery and corruption connected with the late Senatorial election, nor any charges of corruption in office, are proven against him"--Page 5.
