In 1974, the US Congress enacted one of its most important internal reforms: the Budget and Impoundment Control Act. This act was born of the congressional resurgence of the Watergate era. This study aims to inquire in-depth the origins and workings of this crucial congressional reform. The author assesses the budget battles in Congress since 1975 and the congressional difficulties in making fiscal policy.
