This book makes a significant and timely contribution to the literature on educational development in small states. It examines the forces shaping past and present work carried out by the Commonwealth Secretariat, including ministerial mandates and meetings of experts, and reviews the varied programmes of activities that have resulted. Particular acknowledgement is given to the seminal influence of the Mauritius Meeting of Experts on Education in Small States held in 1985 - and to the seven sets of thematic activities that this initiated. Looking to the future, the book is designed to contribute to a new Commonwealth consultative process, and suggests a possible framework to help identify key questions for contemporary consideration, and potential themes and strategies for further development. This is formulated in the light of a critical analysis of influential global trends, and emergent priorities identifiable within small states worldwide. The study will be of direct interest to a wide range of stakeholders involved in educational and social development in small states, to policy-makers, administrators, researchers, students, comparativists, international agency personnel, and practitioners at all levels in small states and beyond.
