"The paper provides an overview of the approaches to assessment taken by the Local Authorities (LAs) involved, along with a more detailed exploration of the whole family assessment processes developed by individual areas. It also explores some of the positive outcomes linked to taking a family focused approach. Each local authority has developed their own approach to reforming support for families at risk. A key aim of this work was to bring together tailored services and systems reform to ensure that families with complex needs receive coordinated, family focused packages of support.
