Résumé du livre
The goal of this study is an examination of the delivery and support of humanitarian aid in conflict environments. The principal focus of the study will be an assessment of the comparative advantage of military and civilian means of delivering and supporting humanitarian assistance. Comparative advantages will be assessed through the lenses of experience and mandate, uniqueness, cost-efficiency, timeliness, impact on longer-term development goals and reliability. The study also examines how to best coordinate civil and military means and assesses the standby capacities that exist for humanitarian assistance (adapted rom authors' introduction).
