Tracy lays out his resume to General Henry Jackson as the oldest inspecting Officer of the Militia in Massachusetts as reason to appoint him Inspector for the District of Massachusetts. He includes his abilities and character as well as the loss of property in consequence of the late Revolution. Tracy would like Jackson to write Secretary of War Knox to recommend him to President Washington.
