The Budget Process as a Political Arena

This document reviews the evidence from ten countries studies that look in detail at the political economy of the budget process. It concentrates on reviewing the evidence on the role of fiscal institutions and the relationship among different acotrs over the many stages of the process. It ends by providing recommendations for the implementation of effective reforms.
