Each of the major sectors of the oceans economy is discussed in this study, with emphasis on current economic conditions and future prospects for economic development. Federal oceans activities can be categorized according to seven broad functions. These categories are: (1) marine transportation; (2) other marine services; (3) resource development and management; (4) sovereignty, defence and law of the sea; (5) northern development; (6) industrial development; and (7) marine science and technology development. While many oceans-related programs have more than one objective, they have been categorized in this inventory according to their primary objectives.
