U.S. Representative Mark A. Cooper writes to Georgia Governor Charles J. McDonald (1839-1843) on February 10, 1841, enclosing a letter of the same date from Secretary of War Joel R. Poinsett to himself. Cooper offers Poinsett's letter as evidence of Cooper's efforts to secure the claim made by Georgia against the United States requesting reimbursement for the state's militia service during the recent Creek and Seminole campaigns (Second Seminole War, 1835-1842).
