Funding Local Government

The Minister for Local Government set up the independent inquiry into the funding of local government. The Rates inquiry was carried out by a panel of three, David Shand (Chair), Christine Cheyne and Graeme Horsley. The objective of the inquiry was "to consider issues relating to current local government rating and to other revenue-raising mechanisms and to provide recommendations to the Government for enhancing rating and other funding mechanisms for local authorities". The Panel was required to provide an independent assessment of these issues.
