The editors make a case for two separate approaches to the discipline, based upon a difference in purpose, function and method of inquiry: Programme evaluation, which is a service oriented, professional mode of evaluation, and Programme research, which primarily focuses on the assessment of cause-and-effect relationships, conceptual variables and links between these variables.
